Going into the release, the\u00a0<a title=\"expert\" href=\"https:\/\/www.calculatedriskblog.com\/2020\/08\/july-employment-preview.html\" target=\"_blank\" rel=\"noopener noreferrer\">expert<\/a>\u00a0consensus was for 1.58 million jobs to be added in July, and for the unemployment rate to fall to 10.5%.<\/p>\n<p>When the official report came out, it revealed that\u00a0<strong>1.8 million jobs were added<\/strong>, and the\u00a0<strong>unemployment rate fell to 10.2%<\/strong>\u00a0(from 11.1% last month). Once again, this is excellent news as this was the third consecutive month the unemployment rate decreased.<\/p>\n<div id=\"attachment_1000\" style=\"width: 1010px\" class=\"wp-caption aligncenter\"><img aria-describedby=\"caption-attachment-1000\" decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-1000\" src=\"http:\/\/phphouses.com\/blog\/wp-content\/uploads\/2020\/08\/kcm-infographic-1597063942.png\" alt=\"\" width=\"1000\" height=\"862\" srcset=\"https:\/\/phphouses.com\/blog\/wp-content\/uploads\/2020\/08\/kcm-infographic-1597063942.png 1000w, https:\/\/phphouses.com\/blog\/wp-content\/uploads\/2020\/08\/kcm-infographic-1597063942-300x259.png 300w, https:\/\/phphouses.com\/blog\/wp-content\/uploads\/2020\/08\/kcm-infographic-1597063942-768x662.png 768w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><p id=\"caption-attachment-1000\" class=\"wp-caption-text\">BLS Unemployment Rate<\/p><\/div>\n<p>There is, however, still a long way to go before the job market fully recovers. The\u00a0<em>Wall Street Journal\u00a0<\/em>(WSJ) put a potential\u00a0<a title=\"date\" href=\"https:\/\/economics.cmail19.com\/t\/ViewEmail\/d\/1068CC5C02D98BD92540EF23F30FEDED\/5323CD85A2087AFD22947492D9797BBC\" target=\"_blank\" rel=\"noopener noreferrer\">date<\/a>\u00a0on that recovery:<\/p>\n<blockquote><p><em>\u201cJuly\u2019s payroll growth, at 1.8 million, still leaves total payrolls 12.9 million lower than in February. And yet if job gains continued at July\u2019s pace, that deficit will be erased by March 2021. If payrolls reclaim their last peak in 13 months, that would be remarkably fast. It took more than six years after the last recession.\u201d<\/em><\/p><\/blockquote>\n<h4><strong>Permanent vs. Temporary Unemployment<\/strong><\/h4>\n<p>During a pandemic, it\u2019s important to differentiate those who have lost their jobs on a temporary basis from those who have lost them on a permanent basis.\u00a0<em>Morgan Stanley<\/em>\u00a0economists noted in the same WSJ article:<\/p>\n<blockquote><p><em>\u201cThe rate of churn in the labor market remains incredibly high, but a notable positive detail in this month\u2019s report was the\u00a0<strong>downtick in the rate of new permanent layoffs<\/strong>.\u201d<\/em><\/p><\/blockquote>\n<p>To address this, the\u00a0<a title=\"core\" href=\"https:\/\/www.mykcm.com\/2020\/06\/24\/should-we-be-looking-at-unemployment-numbers-differently\/\">core<\/a>\u00a0unemployment rate becomes increasingly important. It identifies the number of people who have permanently lost their jobs. This measure subtracts temporary layoffs and adds unemployed who did not search for a job recently. Jed Kolko,\u00a0<em>Chief Economist\u00a0<\/em>at\u00a0<em>Indeed<\/em>\u00a0and the founder of the index\u00a0<a title=\"reported\" href=\"https:\/\/twitter.com\/JedKolko\/status\/1291716024782340100\" target=\"_blank\" rel=\"noopener noreferrer\">reported<\/a>:<\/p>\n<blockquote><p><em>\u201cCore unemployment fell in July for the first time in the pandemic. That\u2019s the good news I was hoping for.\u201d<\/em><\/p><\/blockquote>\n<h4><strong>What about the housing market?<\/strong><\/h4>\n<p>The housing market has continued to show tremendous resilience during the pandemic. Commenting on the labor report, Robert Dietz,\u00a0<em>Chief Economist<\/em>\u00a0for the\u00a0<em>National Association of Home Builders\u00a0<\/em>(NAHB),\u00a0<a title=\"tweeted\" href=\"https:\/\/twitter.com\/dietz_econ\/status\/1291715690328731649\" target=\"_blank\" rel=\"noopener noreferrer\">tweeted<\/a>:<\/p>\n<blockquote><p><em>\u201cHousing continues to rebound in another positive labor market report. Home builder and remodeler job gains of 24K for July. Residential construction employment down just 56.4K compared to a year ago. Total residential construction employment at 2.85 million.\u201d<\/em><\/p><\/blockquote>\n<h3><strong>Bottom Line<\/strong><\/h3>\n<p>We should remain cautious in our optimism, as the recovery is ultimately tied to our future success in mitigating the ongoing health crisis.
